Default 1989 Accord idle problem..Idle solenoid?

My son rebuilt the engine on 1989 Accord (Carburetor) but it didn't idle after warm up, it seemed to be running lean (closing the choke valve made it run better). After checking for vacuum leaks everywhere (no luck) I tried jumping the wire from the IDLE CONTROLLER solenoid plunger (I believe this is the correct name) on the back of the carburetor to the battery. IT IDLED PERFECTLY!!!! Now that we are idling OK, here's my questions:

1. What does this plunger control ? And what makes it energize?

2. He also removed the A/C unit...I read other posts about this kind of problem if the A/C is removed but the wires are not "Jumped". Did we mess up by just cutting the wires? How do we fix if this is the problem?

This is a senior year project car for my son.

After further research, I believe the plunger on the back of the carb is the

PRIMARY SLOW MIXTURE CUT OFF SOLENOID VALVE

and not the Idle Controller....when I jump it from the positive battery terminal, it idles well, so the ground is ok, BUT not the controlling voltage.

Any thoughts as to where the controller is?
