Default downshifting problem

here's a quick question .... i have a 98 civic with a 01 gsr with 99 si shift rods..... i can upshift fine( 1-2-3-4-5) ..but i cant down shift to 2nd gear... it gets stuck like its not pushed all the way down...but i can downshift in every other gear.....i tired loosening the nut on the bottom of the shifter and it didnt help ...but sometimes i can downshift...im using my d series shifter right now...should i try a b series shifter? anybody run into this problem?

i do have a quaife in there and everything looked good inside.....
