TIE ROD BOOT / POWER STEERING LEAK ? CONNECTED SOMEHOW ?
I dont often drive my 96 integra .. so one day i noticed a big leak and no powersteering left. THen i notice that the tie rod boot is ripped pretty bad. My question is can the leak come out from ripped boot ? if no , what can cause my leak ? i mean it just happened like 2 days ago. kinda strange
THanks for the help.

What happened is your inner tie rod boot ripped, then dirt got onto the steering rack. When the dirt on the rack continue to wear on the seal at the end of the rack it caused a leak. Thus, why you have a torn boot and a leaking rack. Best bet is to replace the rack.

No.
You're going to have to contact a JDM importer and ask them to pull you a good used steering rack from one of their front end clips.

No. If you flipped the steering rack upside down, the car would turn left when you turn the wheel right - because the top of the pinion is moving in the opposite direction from the bottom of the pinion.

Sorry, I misunderstood your question.
I've no idea if all the seals and other minor components are the same. You'd think they would be, but you never know until you try.
