Seized adjustment ring on apexi coils

Seized adjustment ring on apexi coils
I need some advice, I've been at it for 2+ hours trying to get the adjustment ring to budge on my apexi coilovers.
Facts:
-First time im adjusting coils since I bought the car
-Spanner with a breaker bar is not budging it. Ends up slipping with a decent amount of torque.
-Hammer and flat head wont break it loose
-Attempted with a torch although honestly I'm not sure how to correctly.
-Speculative but it looks like previous owner might of jb welded ring? (dont ask me why )
Someone please help me lol.

Current thread about locked coilovers. If it is really JB welded then you should see it. Epoxy/JB is not so perfect that it does not ooze out before setting. "Get some Lloyds MoovIt, best penetrating oil ever."
If it is really JB welded, good luck. Heat is obviously not good for the shock. If you are out of the car and can control the heat to the rings and keep the shock cool maybe. Could be explosive.
