What does this mean? Best for what? What ride height? What kind of handling? Pretty open ended question when no one even knows the car these are going on or how they are used.

There really is no answer for this type of question.

Reasons, why, everyones deffinition of ride quality is different. Example, my car rides like complete **** to me, but to my buddy who is used to being slammed on ebay coilovers, it rides good.

Also, you have provided us with enough informaton to properly aswer this question.

What car, what shocks, what is more important, ride qaulity, or handling?

----WITH A QUALITY SHOCK-----
The S tech may ride better due it have much lower spring rates, BUT, this will affect handling as well. Typically a car with stiffer springs is going to handle better then a car with soft rates.
But as a side affect the ride quality is going to suffer with a stiffer spring.

Skunk2 suspension typically rides like complete ***. Stiff, rough, and bouncy. This can somewhat be helped with a good shock, but, it wont completly fix it.

I don't anything abou the progress spring, and it's rates. Which could help us a lot.
