Failed Smog Check, high Nox
Hello, just went to a referee today to get my car Bar'd and I failed for having my Nox to high. What can I do to fix this/check for as I as I am at a complete lost.
Car- 2000 Honda Civic Hatchback /w 2000 JDM GSR SWAP running P72-A04 ECU.
NO EGR valve.
1st time (07/07/2016) Passed Emissions
- CO2% o2% HC CO NO
15mph 14.9 0.0 max 60 meas 60 max .53 meas .03 max 459 meas 49 PASS
25mph 14.9 0.0 max 43 meas 35 max .51 meas .10 max 746 meas 12 PASS
The first time I did the test I passed the Emissions, however didn't get my sticker because my EVAP monitor wasn't ready. This was with a brand new o2 sensor (Bosch) the day before, and a brand new cat from MagnaFlow also installed the day before the test; 07/06. Running a P72-A02 ECU, it was bad and wasn't able to find my EVAP montior. Drove for about 1 hour to this station before the test.
2nd time (08/23/2016) Failed Emissions
- CO2% o2% HC CO NO
15mph 14.6 0.6 max 60 meas 30 max .53 meas .02 max 459 meas 819 FAILED
25mph 14.7 0.4 max 43 meas 19 max .51 meas .01 max 746 meas 165 PASS
Following about a month after the first tests, I bought a new ECU P72-A04, and it was able to find my EVAP monitors. Passed visuals no problem, only failed for having a high Nox at 15mph.
What I did before the test:
Filled my tank with new fuel, 91 octane. (Highest octane in CA is 91)
Did an oil change
Drove for about 25 minutes to the station, however I got there a bit early and wasn't running the car for about 35-40 mins before the test.
The first thing I did after I failed was check the ignition timing, which was spot on at 16. I did also check my engine timing to see if it skipped a tooth or not and it was also spot on. I believe it isn't my CAT because my CAT is relatively new, only about 1 1/2 months old, same with my O2 sensor. Also the car isn't throwing any codes. Upon doing research everyone is saying it is the CAT that causes high Nox, however my CAT is pretty much brand new and I don't think I am willing to buy another CAT. Could it be my fuel pump/fuel filter? I have no clue when the last time I changed the fuel filter was, and I am still using the stock fuel pump for a SOHC.
Any feed back would help!

Yeah, I was thinking that was also my problem. After talking to my mechanic he told me to re-do the test, as my CAT might not be hot enough. The problem is that it takes about a month to get these "State Referee" appointments, and I would like to fix/change whatever I can before the next test which is on 9/15/2016.
