90 civic hatchback wont start when really cold out!!!
this only happens when it below 25 outside. What is happening when i put the key in and turn to the on position all lights come on like norm. but when turned to the start position nothing happens. so i thought i was the ignition switch and changed it. next day still the same so i bypassed the neutral safety switch thinking it was bad. not sure if there are any relays in the path from the ignition switch to the starter? i did use dielectric grease on all plugs on the parts i replaced to make sure i got good contact. the only way to get the car started is to put a portable heater inside the car and wait for 10 mins and then the car starts fine. any ideas on what could be cauasing this issue?

A heater in the car for 10 min makes it start?
I've seen battery commercials where it says to use their battery cuz it won't leave you stranded in the hot or cold...
So maybe a battery issue? This coming from what I've seen in commercials.
Won't hurt if you have another battery laying around to try it.

Does your fuel pump prime?
Probably your main relay... look it up, very common problem with cracks in the solder.
I'm assuming the solder shrinks in cooler weather causing less contact on points which in turn causes your problem. I know it affects the reverse (opposite) in hot weather.

Yes JDMswagSerf i put a heater in the car for 10 mins and it starts fine thats why i think it has to do with something inside the car just not sure what?
