1 and 2 air conditioner fan speed won't work.
the 1 and 2 option on the fan of the a/c won't work, I've heard this is a common problem on many civics of this gen. How can I fix it? a blown fuse?
3 and 4 work perfectly fine.

Blown Resistors, actually. Easy fix. It is located behind the glove compartment. Simply order a new one and replace.

Its just called a resistor. You can go to honda and pick one up. Its this little plastic piece with a bunch of wires that determine the speed the blower goes. http://www.slhondaparts.com has it for about 22 bucks. you can probably pick it up at a dealership for like near 30. here is a link to a blow up of the piece.

The resistor simply drops the voltage down from 12 volts for the lower fan speeds.
