Default Swapped Civic Overheating

I have a 98 Civic with 98 JDM B16A SiR-II motor

after my car has been running awhile, i see the temperature guage climb when i am going below 45 MPH unless i have the heat blasting. When i am on the highway, no overheating problems exist. The only way my car won't overheat when i'm cruising through town is if the heat in on full blast.

I search about this in the past on a couple of different forums and everyone says:

-bleed the coolant
-check fan switch
-replace radiator cap
-replace themostat

is it possible that my radiator the has 136,xxx is loosing its efficiency? I mean it was only supposed to be cooling a SOHC D16Y8, so would the B16 overpower it? Or is it one of the things listed above?

Basically, i just wanted to know what course of action you guys think i should take first to resolve this problem. Thanks

try all of your cheapest routes first like replacing thermostat coolant flush just pretty much look over all of your coolant lines and see if you cant find somethin stupid wrong
