Bad wires or bad plugs will not prevent Vtec from engaging.
Here are some known causes from my experience on what cause Vtec not to engage.
1. Faulty Speedo plug - because it sits so low your speedo plug may be corroded and causing it to give a bad reading which in turn causes you to loose Vtec function however your speedo will still work.
2. Ground on your vtec solenoid - double check where it is grounded and ensure a good connnetion.
3. Loose connector on the Vtec oil pressure switch
4. Low oil
that is all i can think of right now.
