Two steps:
1st - 18ft-lbs.
2nd - 38ft-lbs.
You also want to start in the middle, go top bottom, then go criss cross/diagonal until all 10 are torqued down. Do this the same way for step 1, then step 2.
ARP rod bolts? Sorry can't help there as I doubt it's the same as factory specs. Have you called ARP yet?
Lastly, and because you might want to know this too - head bolts torque.

2nd - 61ft-lbs.
Again same principle as mains - start in the middle, criss cross until all are torqued.
Cam caps are 20ft-lbs. for the middle 10 bolts on each cap, and only 7.2ft-lbs. for the 4 outers per cap. The bolts sizes are smaller on the outer ones, so you should know that they are the less torqur ones.
