95 DX starting problems. Fuel problem.

95 DX starting problems. Fuel problem.
I just got done putting the stock motor and trans (5sp) back into a friends 95 civic DX 4dr. The original motor had a warped head so we bought a new long block and put it in. I have done a lot of swaps before and everything is hooked up right as far as I can tell. The motor is out of an automatic. Here is the problem:
The car cranks but does not start. Fuel is getting all the way into the rail but the injectors are not pulsing. Here is what we have tried and verified so far. I have a 92 si hatch and we tried some parts swaps.
Swapped ECU
Swapped Injectors
Swapped Fuel rail
Swapped MAP sensor
New fuel filter
Fuel pump works
Checked the injector grounds with a test light and they are all grounded
Main relay seems to be working. Did not swap it but absolutely everything else in the car is working so I don't think that that is it.
All frame grounds and thermostat ground are all hooked up.
We are getting spark
Checked all injector wires and they are all intact and fine.
No blown fuses
The car ran with the old messed up motor but now does not.
Checked injector signal wires and they are not getting signal. This of course is probably why they are not pulsing but I don't understand why.
Is there a signal wire of any type traveling towards the ECU that lets the ECU know its okay to pulse fuel ?
Any suggestions are appreciated.
