There are gasket around where the spark plugs go throught the valve cover which are probably leaking. The rubber tends to get hard and crack or just not form a good seal anymore after 20 years. Just grab a new valve cover gasket kit and toss it on, cheap and easy fix. I suggest using Felpro, I've used them in the past w/o any problems.

The upper o-rings are number 4 in the diagram:
They're like two bucks a piece from Honda.
But the F22 also have these lower o-rings under the rocker arms which these are notorious for leakings. It's number nineteen in the diagram:

I've done this job on two different Hondas. It's simple enough. Eric the Car Guy did a really good tutorial about it.
