timing belt wont tighten

timing belt wont tighten
i had the head milled just alil bit...and im not sure if its the reason y i cant get my timing belt on tight ...
this is what i have done ..
losen the tension.
lined up the cams
set the belt on the exhaust side first, then the intake side
rotated the cams 3 teethes
tighten up the tension
and its still loose
am i doing this correctly ?

"Heres a tip: make something that can reach down in the cover and pull up the belt tensioner manualy. This will take up all your slack instead on just letting it go tight when you tighten the bolt. I use a coat hanger.....Mike"

The belt will be kinda loose until the car is at normal temperature cause the head expands. I believe you are supposed to be able to twist the belt like 90 degrees and that is normal.

Im sorry, but dont any of you guys read a helms, or the correct procedure to do a timing belt?
Make sure engin is cold
set no 1 piston to TDC
rotoate the crasnkshaft counterclockwise 3-teeth on the camshaft pulley, then loosen the adjusting bolt to create tension on the timing belt.
tighten the adjusting bolt
after adjusting, retorque the crank pulley bolt to 130lb ft.
Those are the instructions word for word from helms.. Dont pull or push the tensioner.. let it do it itself. If the belt is still loose, you could of done a few things.. Milled WAY to much, or have the wrong belt.
