Is your Civic carbureted or injected? It can't be both. Stop throwing parts at it.

you say "fuel pump relay".. but do you mean the main relay? up underneath the left hand side of the dash?

and that's not a "carb".. it's the throttle body.. your car is fuel injected. not carburated..

yeh it's probably one of those old twin injected throttle bodies from the early 90's. I argued with a guy for 20 minutes because he swore that the motor was carburated. Sounds to me like your' injectors aren't firing. The problem could be narrowed down in a couple hours if you know how to troubleshoot with a multimeter, but im guessing (because all the parts you are throwing) that you don't. The only parts in the system should be the injectors, ecu, wiring, and the sensors in the distributor. The ignition switch can also fail from time to time, and the main relay (probably your problem) activates the fuel pump so that there is fuel available when your injectors fire.
