Can you feel it or is it just visual?

If it's just visual, I'd say it's from a chemical reaction of some sort that etched the surface (maybe acid, degreaser, or some solvent)
Or a defective coating. Are they "coated" with any type of anti friction/ high performance treatment?

I was able to feel it. Not crazy but is wasn't entirely smooth. Crank was smooth and shiny. Did a compression test 220-220-150-230 had to pass but wondering if i should go back any get it. Seller claims it was running

I'm no expert. But, that bearing look like it has a bad coating job. Whatever it is, I wouldn't use it.
