Negative. You can change them out. Just did mine today.
Tilt your steering wheel down. Pull the top black cover off towards the outside slowly. And then there will be 3 screws. One on each bottom corners and one on top. Pull slowly and disconnect the Green and blue cables. Now just take out and go to your local auto parts store and get some 2721 bulbs or to your local honda dealer. Good luck

If I remove that black cover I can't find those 3 screws. (Maybe my car is not the same as yours. Mine is an EP1 from 2005.) Don't you have a picture or somethig? Thanks.
