I dont want to get another exhaust ticket. I tried using high temp paint, and it came off. (I drove the car for an hour to bake the paint but it didnt work)

or is it that it draws attention to cops?
What would painting it do? Stealth ninja mode i guess,but,Either way its still going to be Loud or have noise(other than stock)

I just used flat black "bbq" paint on mine. It is literally called bbq paint. Works great, I haven't had any flaking in at least 25K.
