I'd imagine that Europe measures HP at the brakes (BHP) whereas North America measures from the crank. That may cause a discrepancy

BHP or brake horsepower, is measured at the flywheel/crank. May be a different set of measurement standards used for UK etc. If you remember, about 15 yrs ago, SAE changed the measurement standard to include air intake restriction that caused hp ratings for US cars to drop in number, but not so much in reality because all cars have intake restriction (filter etc).

That's what I thought too about BHP. But I've never stopped to think about what brake horsepower actually stands for. So white rocket had me second guessing myself for a second haha.
