BHP or brake horsepower, is measured at the flywheel/crank. May be a different set of measurement standards used for UK etc. If you remember, about 15 yrs ago, SAE changed the measurement standard to include air intake restriction that caused hp ratings for US cars to drop in number, but not so much in reality because all cars have intake restriction (filter etc).
