oil mixed with coolant = Blown headgasket or cracked/sunken sleeve.

so you mean when you turn the engine over by hand with a socket+wrench that it won't do a complete revolution? if so then the engine needs to be taken apart to see what's wrong, at the very least I'd take the head off and have a look see. It's not hard to take one off or even put one back on, that would be your best bet to get a better grasp on what is wrong. If I may ask what happened in the first place to make you park your car for three years? what kind of engine problem's does it have? what specifically is your cars year and what engine? is it auto or manual? in these kind of situations the more info you give the better responses you will get

basically my motor was semi built minus port and polish the head. im try to give you short version. i tried to put some cams in my car(buddyclub spec 4) my car wouldnt start with those because i was using my oem ecu. so we put my stock cams in and my car started. so the next day i was going to get valve job because of my valves ticking. so i'm at the shop and manager told me i wouldnt get a valve done now and i said what is the problem and manager said your leaking oil all over the place and he show from where. he said your cams seals are not in the right place and i looked my cams seals wasnt on the head. so next thing i had to do is timing belt because i had oil all over it so i got it towed home. so i parked it for two months. so here's the story two months later i took it to the shop the fixed it 30 mins booooom there goes my car. this happen on friday. i had oil everwhere even where the spark plugs at. so i call the shop on monday. manage told me bring the car in. for two days the did dianostics. so i went there to see what up. so he show me my car wouldnt start and he did a manual crank pulley turn and my motor wouldnt go full 360 just 180 so i took my home and park it for 3yrs.

regardless of whatever it is, your pulling the engine and dissasembling it anyway, because either the head is cracked or the head gasket is bad, or whatever.

have you had all plugs pulled?
with plugs still in you re building compression so of course you wont be able to turn it by hand too far.
get a flashlight and look inside the cylinder thru a spark plug hole if you see anything suspicious.

did you just drop the BC4 in there? you might have set the timing improperly and bent a valve or something thats why your car said boom and oil everywhere...

how much experience do you have with engine building?

even with having a built engine you still should be able to turn the engine over by hand, I can turn my b20vtec with 12:1 pistons and a high 11's compression ratio over by hand even with all the spark plugs in. so was the car running when you left the shop? Is it a reputable shop? if it "blew" up at the shop with them working on it then they would be partly if not wholly responsible, if the car was running when you took it there. BTW the ecu should have nothing to do with the engine not turning over with the BC cams in, sounds like you may have had some piston-to-valve clearance issues, especially if you had some higher compression pistons. Regardless, more than likely your gonna have to tear the engine down to fix this problem.

before trying to install those i didnt have no problem what so ever. if i never went to a street mechanic to put my cams in i never had to go to that shop and my car would running now. right now my plan to get a jdm b18c1 motor swap over my smog equipment and take my old motor and rebuild it. i just want to drive a stock motor for now. but i do get what your saying about tear down my motor.

when we put bc4 cams in we check the timing did the valve lash for those cams, my car would start with cams because of my ecu. if would of use my hondata my car would have started cause hondata basemap was for those cams. i didnt build the motor myself i took it to the machine shop for that.
