Well, it really comes down to what plans you have for your car. You have to look at it as a cost/benefit ratio. With only I, H, and E, your stock computer can handle the extra breathing of the engine for the most part. Tuning would probably net you a few more horses however. But tuning on a dyno with a wide band is expensive, so is it worth the cost for just a few more whp?

If you plan on making decent power, the engine internals must be upgraded. Adding cams, upgrading valve train and running higher compression pistons can give you some good performance, but tuning is manditory at this point.

Anytime you upgrade the internals that will dramatically change the air/fuel parameters of your engine, you should tune. Better to do it all at once instead of alittle at a time, unless you don't mind paying again and again for tuning.

Intake, header, and exhaust won't really change anything that much for you to need a tune. If you swap cams or do anything with the compression and pistons then you'll definitely need to, or any kind of forced induction, but that's obvious stuff. I'd say that it's not really worth it or needed to tune with just external boltons until you go inside the motor but maybe other people will have other opinions. You could get more power out of the engine of course but with the cost of the dyno session and whatever ECU mods you do, it's not really worth it until you really do something major with the engine.
