Tach wont go past 7???
hey guys a while ago i swapped in a JDM GSR with matching ECU into my 2000 LS. ever since the tach goes crazy when it hits 7k. just installed a type r cluster and its still cutting out at 7. any ideas or anybody ran into this before?

Depends.
If you're losing power after 7k, Replace the engine speed sensor.
Otherwise check for resistance on the wires to the cluster. If there's too much resistance, (either by kinks, pinches, burn-out or insulation damage) it won't be able to read the input after a certain load.
The only other possibility is a bad ground, which can make the current unstable at high RPM. If the grounds check out, get a grounding kit, it'll improve your top-end efficiency anyway.

Another possible cause to the problem could be your ignitor. When mine was going bad at first before it started running rough the tach would go crazy around 4k rpms...
