Default Starter not engaging flywheel !!!

i just put a b20 block in my 96 integra. same tranny and head just new block. the problem im having is when i attempt to start my car the starter is just spinning its not poping out and engaging the flywheel. i replaced the starter with a brand new one and continued to have the same problem. i took the new starter to autozone to have it tested and it worked fine. what could be the problem that i am having ????

fly wheel is on right. the teeth of the starter spin but dont pop out

Maybe the starter isn't getting enough current.

There is a solenoid on the side of the starter that moves the starter gear forward. If it is malfunctioning or not getting current, it may not engage the flywheel.

If it wasn't getting enough current to the starter in general, the solenoid would still try to engage the starter gear, but the motor itself wouldnt turn over. That's why you hear the "machine gun" clicking when you have a near-dead battery and try to turn it over. Basically, the solenoid takes less power to operate than the starter motor and should engage before the starter turns over.
