P0132 Rain Storm
I have a 2000 GSR. A few months ago I drove in a bad rain storm and got a P0132 CEL (bank 1 sensor 1 O2 high voltage). I replaced the O2 sensor before the cat, reset the light with a scanner, and didn't have anymore issues. Today I drove through another storm and the same thing happened. The scary part is the every time it gives this code, randomly the gas pedal won't work as I drive down the road. Once the storm cleared, I cleared the code and it did stay off. Why is this happening again? Should I replace the same sensor again? Should I replace both sensors?

you should check the plugs/harness stem that supports the o2's. I've driven threw insanely deep water with my FIT nothing bad ever came of it. (i'm aware a FIT is much newer but still).

The O2 sensor needs to be hot in order to work. A huge splash of water might have cooled it down. It's very unlikely that a new O2 sensor was ALSO bad, so don't throw more money at the sensor.
Do not replace the rear sensor, it does not have any effect on your drivability. It only monitors the efficiency of the catalytic converter.
If it's not an obvious wiring/short issue, you may have bad injectors (stuck open) or some other cause of a rich (too much fuel) condition. Could even be a clogged air filter or, as you noted, a bad throttle position sensor. I'd give it a full tune-up before I bought any other parts.

It's actually running lean, I get a code every once in awhile, can't remember the number, that says the car is running lean. The light will come on, then shut off by itself after a period of time. Also, I know it needs an IACV, it has a fluctuating idle.
