ITR's seem to attract a few different mentalities. Fanboy, streetracer, riceboy, ect. Those who are into using the car for what it was made for, and those who enjoy owning the car just for the great car it really is, and knows the reality that it isn't the "best car ever made" just "one of the best cars ever made!" 
According to the entire ITR forum, here are some truths about the ITR you should know:
-The ITR is an exotic (not joking).
-The ITR beats the S2000 in EVERY and any contest of speed.
-The ITR is more "precise" than the NSX.
-Infact, the song "seek and destroy" by metallica was written by an ITR. It was written to strike fear in the hearts of S2000/NSX owners...and Elise owners....and Viper ACR owners...and Lamborghini owners...and Z06 owners...and owners of anything. Own a camry? FEAR IT!!
-Phoenix yellow used to be called mellow yellow. This was, ofcourse, before an ITR saved 300 children from a burning school. While trying to carry out their beloved piano, the ITR was consumed by the flames. It then rose from them....like a phoenix. This also happened in Phoenix, AZ. Honda then renamed it "Phoenix yellow".
-One time, someone looked at an ITR the wrong way. ONE time.
-The ITR is made from old F1 car parts.
-The ITR is designed in the same fashion as an F1 car.
-The ITR is an F1 car.
-The ITR is faster than an F1 car.
-If an ITR had a d$%k, it would be like the same size d$%k as if a 747 airplane or an ocean liner had a d$%k. Or was it the other way around?
-The ITR once strangled David Carradine while he masturbated.
-etc.
All that aside, I know that ITRs don't sell for blue book. I don't think they should. They're a rare and really nice car.
I don't think that it's justifiable for the other person to say that the 94 RS or any other modded car is only worth the blue book value. I know that mods sometimes decrease the car's value. But for a car that's worth only $2k, adding on said parts is going to raise that value. IDK about $7k unless it's REAL nice. But still.
For example, I sold my 89 S13 for $8500 because it was very modded. I lost a TON of money on it. But I didn't sell it for the $1500 or whatever bluebook was. That's the worst philosophy ever.

Don't get me wrong, the ITR is a great car. I think the fact that they can hold their own 9 years after the last production date is a great feat. I just think that people who own them go a little overboard with ***** measuring contests.
