Integra Won't start

Integra Won't start
Background:
I had an 96 integra (obd2a) that I scrapped. I took the motor and trans and swapped it into a cleaner 00 integra (obd2b). I'm using a step down harness to run my obd2a ecu. Everything is stock.
I hooked everything up but the car won't start. I have 12v at battery, I get 12v at the starter signal when trying to crank but the car doesn't click or try to crank. I added some new grounds to trans, starter body, alt body and valve cover to see if that would fix the issue.
When I turn key to accessory 2, my fuel pump primes and goes off as normal. When I try to crank nothing seems to happen. I do have continuity to the engine and trans. I've triple checked all my fuses as well.
Any ideas?

Re: Integra Won't start
Just so we are all on the same page you have an:
OBD2B vehicle/wire harness
OBD2A ECU
OBD2B to OBD2A jumper
my question is. are you usng an obd2b or obd2a dizzy?
and when you jumped the starter did it crank but not turn on?
