fuel pump not priming due to no voltage
ok so im really starting to give up on my car. i have a 99 integra gsr b18c1. my problem is that the fuel pump will not prime and i have no fuel pressure so its been dead for about 3 days. i checked the fuel filter, main relay, got a new fuel pump and still nothin. as all you integra owners know, we have a water leak problem(got new taillight gaskets and that fixed the problem for that). well my fuel pump harness is connected to the chassis right under my rear seats. when my car did not start, i removed my rear seats to get to the fuel pump and i find a pond of water right on top of the fuel pump harness. do you guys think it might of short circuit something? maybe it's not getting enough voltage to the fuel pump anymore? i looked everywhere online and could not find a fuel pump harness for our gen 3 integras!!! HELP!!!

Just remember your ecu is probably fried so after you get the fuel pump working via. hardwiring the connector, your injectors will probably be stuck open(thats the common theme). Before you try to start the teg pull the spark plugs and turn the key to the last click before you would turn it to crank. leave it there and listen to see if you can hear the injectors shut off after about 3-7 seconds. If they dont shut off the ecu is fried. And I have a working ecu from my 98 gsr if you find you need one.

Why would the ECU blow if the power lead to the fuel pump shorted out?????
A short of the fuel pump power lead would result in the PGM-FI Main Relay fuse blowing, the ECU only supplies a ground to the fuel pump relays coil.
OP have you checked the PGM-FI Main Relay fuses, there are 3 of them, a 12V constant, [hot at all times] a 12V switched, [hot in run and start] and a 12V start, [hot during cranking to start, make sure the PGM-FI Main Relay has all 3 powers and a good ground.
Turn the ign. switch on and test for power at the injectors, [wire that is the same color at all four (4) injector plugs] and let me know what you find. 94

I ended up checking everything you have listed above before I found the real problem about a year ago.
There is a chance one of the above listed situations is the problem, but given the typical results I am going to say fried ecu. The op could have an a-typical cause for this problem though. I figured I would just give him the short cut to finding out if his ecu is really in fact fried.
On a side note I unpluged the rear hatch actuator motor and I have yet to experience any random locking and unlocking while driving. I do believe that was the problem.

15 amp fuel pump fuse in driver kick pannel, 30 amp fuse for pgmfi in driver kick pannel, and 15 amp fuse under hood. I will check my car when I go outside for the excate number. Fcm is correct. The ecu sends out ground signals to control the fuel pump and fuel injectors. The ecu does not go straight to the fuel pump. It controls the main relay.

i had this same exact problem with my 2000 . i started off with fuel pump after that didn't work i checked main really. That was bad. so i replaced it and still had nothin at that point i was about to give so i checked every single fuse in all fuse boxes turns out my 15 amp under my hood was bad. As soon as i replaced it my car finally fired up.

You should also test the power leads at the PGM-Fi Main Relay
Fuse 44 power should be a yellow/white.
Fuse 31 power should be a blue/white.
Fuse 13 power should be a yellow/green.
Also test the PGM-FI Main Relay outputs...
Fuel pump should be a yellow/green, it should be hot for a few sec. once ign. key is on.
Injectors may also be yellow/green but will stay hot as long as ign. is on.
Have you checked to see if you have power at the injectors yet? 94

so i checked all my fuses as fcm has stated and they are all fine. i checked to see if i had power at the injectors and they do as well. so i did what 1998integragsr had said and hardwired my wires where the connectors meet under the rear seats and the gsr fired up!! YEA! so i know now that i dont have a fried ecu so 1998integragsr i wont be needing a new ecu....thank god. i want to thank everybody especially fcm, 1998integragsr and honda-tech for all the help! hopefully this information will help other fellow teggers.
