Friend's 1993 Integra RS

Car won't start. changed out the starter and it strill will not turn over. battery is supposedly fine and alternator is supposedly not the issue. any suggestion on what it could be?

check the starter fuse , ignition cylinder

Does it crank but not turn over?
checked all grounds and made sure power is getting everywhere its supposed to?

yea the dash lights come on and the head lights as well but it will not turn over

Automatic trans or manual? Manual, check clutch switch, Auto check trans range sensor.
