AC fan and radiator fan doesn't stay on

AC fan and radiator fan doesn't stay on
I have a 1995 integra GSR. When I turn on my AC both of my fans kick on and it would cut out and cut on. I checked my other car when I turn on my AC the fans stay on while the AC is running.

Do they cut on and off over and over again really quick? Generally the fans should cycle on and off every now and then if the car isn't moving. Usually the fans don't run at all if the car is moving.
I have recently experienced my A/C fans cutting on and off real quick for a few seconds when I first turn on the A/C, but then it will start to act normal.
