99-00 bumper look on 96 civic

I want the 99-00 front bumper look with the fogs on my 96 civic hatch, but not willing to make all the necassary changes. So my question is, is it possible to cut the slots into the 96 oem bumper and make the fog lights fit, all while looking good and proessional? Anyone done this?
To answer your question in short, no.
The bumpers are shaped differently, the center opening on the 96-98 grille is too wide to fit the side "grilles" in correctly, and there is a lot more different about the bumpers than just the holes.

I dont have the fog lights, but that is the look I want. Besides the hood, fenders, and headlights, I would also need to change the core support too from my understanding.
