As far as I knew all jdm engines in cali are illegal. In fact from what i've been told all you have to do is look after the "B16" on the engine code and if it has any other markings than its a jdm one and not legal. This of course is what i've been told but I may be wrong. Who knows, maybe the guy just thought he would overlook the whole JDM thing and let you pass. But either way, congrats.

Actually, I remember seeing here that JDM engines are legal in CA as long as they have all the USDM smog equipment and have a USDM counterpart.

that is what the ref said to me. I have called and talked to refs at stations and they tell me that you can use a JDM motor as long as it all resembles a usdm motor. for example if using a 94-95 JDM gsr into a 92-95 civic then you have to use a usdm ecu and hookup all the smog equipment. they then treat the engine as a gsr changeover. they look at the ecu to see if it matches the ecu for those years. you can use aftermarket parts also as long as it has carb eo#'s for the motor and not the car. I had ref'd a 95 civic with a AEM intake and dc headers and he passed it since the books they have show dc and aem have carb#'s.
