You can try scca.org and other sanctioning bodies. Be careful, if you mount harnesses incorrectly, such as on an Arospeed floor bar, you risk serious injury if you are involved in an accident.
Mounted properly, harnesses (I hope yours are certified) can help save your life. If mounted wrong, they will harm you more than help you.

you really shouldnt use race harnesses without a roll bar. I am dead serious on this one too.

with regular car seatbelts, you can move sidways in your seat if the roof were to get crushed in. With harnesses, you cant move ANY way. And like the person said, you become the roll bar.
This has been covered a lot in the rr/ax forum and there is some really good info there.
-ransack, I told you about this concern when you brought it up at the autox last week. They are fine to use DURING the autox, because civic seats have NO lateral support. But I would NEVER use harnesses on the street without a rollbar. And I even have a rollbar and still choose not to use harnesses.
But it is your car and your life, just consider what I have said, and do a search in the roadracing forum for more proof, then make your own educated decision.

but in any case, how much are roll bars. I've always like to be strapped down when at high speeds or racing, ride, whatever. I've used a harness on a dune buggy before, and it for more comfortable not moving.
Thanks for help guys

Ransack: I am sure you can get a autopower or similar bolt in type bar for 400 or less. Never priced one out.
Or maybe look into some more supportive seats. You can get 94 up integra seats for 250 or less for a front pair. Much more supportive then the stock civic seats.

Also the shoulder belts should not be less more than 45 degrees. Another words go past the seat to the floor. In an accident the harness will compress your spine and can cause paralysis or death.
Rollbars/Harnesses? --->check my homepage for a few pics of my Schrothe Rallye 3 harness, it is a 3 pt harness that's more like a 4 pt with one single rear common mounting point in the back. I also have a "race rollbar" from Autopower in that civic. It was about $450 shipped including the optional harness guide bar. The rollbar made the car a lot stiffer, took about 30 minutes to install and weighs maybe 60 lbs. Also I cannot use the rear seats for passengers with this setup, and the install took a short time because I have no rear interior to cut thru. I took another leap and went for racing seats to help save the weight I gained using a rollbar, and I love driving, even making deliveries for work, in my sparcos with my harness on. I feel very secure and have a much greater grasp of what the car is doing when driving kinda of hard around corners, offramps, etc. The setup does make you drive much faster so be careful if you do this on the street.. you never know what to expect... since it is an uncontrolled environment. I also enjoy being anchored in, whenever I am driving and my seat position plays a big role in what controls I can reach on the dash for daily driving ---> no glove box unless I unbuckle, but otherwise I am fine.
