Default rear disc conversion?

Ok i have a 90 Accord LX with with rear drums, sucks I know. I did the front Legend caliper upgrade with wagon Brembo rotors and that looks great. I went to the junk yard and got the rear hub, knuckle, and everything else I need to do my conversion in the rear. I just need to get the E-brake cable now. I was told if I do this conversion without a 40/40 porportionate valve that my rear disc will lock up. Is this true?

I'll take pics when it stops raining down here. I have to bleed the brakes soon since it's recommend to do that after a few days of driving. Ok now that I know I don't have to have a 40/40 proportioner valve, I have a stupid question. Do I have a proportioner valve now? I have a LX trim so I don't have ABS. Is that proportioner valve part of the ABS. Do the 90-93 tegs have all disc brakes w/o ABS? Thanks guys!
