Take out the glove box and you'll see where the support bracket is for the airbag. Just remove all the bolts/nuts and the airbag can be taken out.

Is there any way to cover the hole left by the airbag if you dont plan on replacing it?

You can remove the cover from the airbag assembly and mount that in place somehow, or you can get a dash from a 4th gen that did not have a PS airbag. That's what I did...found a Prelude S at a junkyard and pulled the dash for $40-50 and it looks MUCH better than any sort of plate you will be able to do.
