you have to replace the upper control arm to fix that.

Moog sells the upper control arm ball joint seperately, as does Spicer and some other aftermarket OE suppliers. Sometimes the original balljoint it spot welded (this is more common on the DC2 and 92-95 civics than 96-00 civics). If you can't get that out, you may overall be better off getting new arms off ebay becuase they have new innner bushings as well. I just copied this from http://www.rockauto.com they have great prices, check your local Kragen/NAPA/CarQuest to see if its not the same price or less; rockauto has a variety of stuff but shipping can make or break the deal.

Ball joint 92-95 civics, 94-01 integras: Moog Part # K90469

Ball Joint 96-00 civics:
MOOG Part # K90469
SPICER Part # 5001101.
ACDELCO Part # 45D0101 {#89030086}.
BECK/ARNLEY Part # 1014786

I got new upper arms off eBay, and the ball joints seem to have already lost the grease from the boots and make nasty creaking sounds when I turn the steering wheel.

Same experience here, I'm going to have to put some grease in them, or i might just buy new balljoints.

I had only had these control arms on for a few months. I'm not sure if the ball joints can be replaced by themselves. I may end up just coughing up $95 each for OEM Honda replacements (only paid about $80 shipped for the pair of these crap ones).

I swapped my old control arms back on, and they seem to be doing the same thing. I think it's because the grease was coming out of those old boots, also.

Grease never came out of my new ones from that canadian seller on ebay, its just that my drivers side is sqeaking. My balljoints are held in by circlips so pressing shouldn't be too hard. Local NAPA has the balljoint for $23.50
