Default no heat (cool air) on idle

its for my '97 civic, whenever my car is idle, cool air starts to blow out of my vents,
And when im driving, my heat isn't all that warm...

last winter from what i remember my heat was working perfectly fine, so maybe something got old and stopped working? but i dunno what...

before i take it to a shop , i wanted to know what could be some of the problems.

for my car to kick into warm air, i have to give it a quick rev up to 4k, which somehow moves the lever into the warm position.

If you mess with the lever, you will notice its almost like its hydro controlled. doesnt seem like a cable. Anyway if I give my car a quick jerk, it usually pumps the hot air out....otherwise i could be sitting in 100* weather, on the warm setting, blowing cold air

What's your temp gauge doing? Does it warm up to middle range, then slowly start dropping when you drive on the highway?

That's what happened to me when my thermostat went a winter or two ago - evidently it was stuck open.
