I used to have H&R sports on stock suspension. It is NOT a weak drop. Its low as hell. I now have an eibach pro kit on tokico illuminas.

Anyway heres some pics of the H&R sports.

Its hard to tell from the pics, but the front was tucked and the rear was a 1 finger gap.

You must have had a shitty set. My H&R sports on my 99 civic have about 1.5 finger gap up front and 2.5 finger gap in the rear with 15"s.

There are two kinds of H&R sports made for the civic coupe. One set is made for the sohc, and another was specifically made for the Si. Since the DOHC is a lil hevier up front they made springs that would hold it up. If you install the regular SOHC springs in the front it will drop it more than what it is supposed to be.

I have a 1.6EL which is equivalant to a 4door civic....I put the springs in from a 94-01 Integra, at 1st it looked like the SI posted above, after a yr it dropped even more, and now the rear is tucking and u cant even fit a finger in. I am running KYB-Gr2s, which some say is a stock shock, so tat maybe the problem, n in the end, i needed a camber kit....

I used to have a 00SI on sports. Perfect for a streetcar. Never bottomed and clearence really wasn't a prob. If it was even slighty lower I would have started rub/scrape in places. 195-55-15 on si's.
