the marks on the cam gear seem to be off .......and i cant find the mark on the block for the timing belt pulley..i have a chilton for the 84-95 civic/crx...but i don't see anything in that manual about a mark on the timing belt pulley

take out your number one spark plug, stick a long screwdriver, or anything long enough to reach the piston, rotate your crank with a 19mm socket and ratchet by you crank pully until the screwdriver is all the way up, you will know when you hit TDC, because the screwdiver will start going down when you pass it. it works all the time, try it

 

edit in your pics your crank is already at TDC see the woodruff key is straight up?
