The F22 & H23 blocks are similar (except for the bore) so you could directly swap the crank in & either bolt on your F22b head (or an H22 head like this had). Most of your other F22 parts can be used on this block (oil pump, pan, etc.). If using your F22b head be sure to block the oil passage back off (it was opened for the vtec head).
I really really can't answer your power question since I don't know what head you're going to use or if your NA or boosting, what bore you'd run, etc. I was planning on making 240whp NA by using it as a H22vtec. If you make it an H23 vtec you can make that same power along with 10lb/ft. more torque. It's basically a good foundation for anyone to build on, NA or Boosted.
