I'll resize as soon as possible, but since I'm at work and don't have the time/ resources, I'll just post what I can:

I hope to have a nicely ported head, and this buildup complete by Christmas.....

Excuse my igonorance on Dart related products. I'm simply curious how much more power (average) will this tall deck make over the standard B18C5?

It's basically a stronger, closed deck B-series block, this is also the tall deck version which adds 14mm deck height compared to a stock B18 block = more room for longer stroke and longer rods. So, a 95x85 mm should be able to push around 250whp or something depending on CR, cams etc. I'm working on a similar setup, but I'm going with a 92mm stroke crank.
But put your Full-race kit on a thing like this and you'd get monster torque
