CEL at 3rd gear 8,000rpm or 4th gear 6000+ rpm?
1995 Del Sol VTEC (b16a inside, stock usdm P30) and a GSR tranny
I get a CEL when i ALMOST redline in 3rd, i'd say i hit about 7,900 rpm (i know the tach is off, but i know for a fact i did not redline). i also noticed it goes off when i go around 6,000 RPM in 4th gear. Whenever i get the CEL, i just turn the car off and turn it back on and the CEL disappears, so i can't check for codes
Another thing i noticed while in 4th gear when the CEL went off was this winding noise, it was like a bearing spinning really fast. that's what triggered me to look at my gauge and see the CEL on.

Ha, i was about to suggest that. but anyways, your ecu will store whatever CEL your car has until you reset the ecu, so the CEL does not necessarily have to be on to check it.
The plug isn't exactly under the glovebox. It should be near the ecu, so you might have to pull the carpet back a little bit. If you have not touched your ecu ever, the plug might still be plugged into the neon green plug holder. So try to look in that area, then do the old paper clip trick.

oil was changed about 2 months ago? if not earlier... only 1k miles on it. and oil level is FULL, i check it all the time since i do work at jiffy lube

Not necessarily, first check the connection at the ECU and at the solenoid, and also for any breaks in the wire. Make sure the pin is totally seated in the ECU plug.
There is also a way to check if the solenoid clicks(working) or doesnt.
Also there is a screen that needs to be clear, otherwise it blocks the necessary oil pressure. buy a manual, check all these things,if it all checks out, then go buy a VTEC solenoid.

Metal shavings come from metal. 
I dont know, I just know I've read that several times here, people pulling their solenoid and finding the filter screen clogged. Buy another gasket from Honda for 3-5 dollars, or clean off and reuse the old one.
