code p0420 ?

i just failed my emission test. it said fault code p0420: catalyst system efficiency below threshold (bank 14). what is that mean? is it the cat or the o2 sensor?

it could be eithre the second o2 sensor or the catalytic converter.

isnt the CEL suppose to comes on? but mine doesnt.

could also be a memory code, meaning it failed recently but the ECU hasnt checked the sensor again. it makes a note about the failure then check later.
