I wonder if 94-97 and 98-01 cluster issues has an effect to this. I doubt it since it's all in the green film. Did you make sure those screws that hold it in are screwed on well?

there's your problem... you need a 98+ cluster

you change the green film from you 99 cluster into your 94-97 cluster... you'll be gold.... i just did this 3 min ago

well... since your car is a 99.... you need a 98+ cluster or at least a 98+ green film in the back of your 94-97 cluster

Did you check your fuel pump? There is a lever on the pump which tells the needle if it full or not. As the lever inside the fuel pump goes down so does the needle on the cluster. Check your connections on the pump. Its either a bad pump lever or needs an adjustment, or you have a damaged wire/loose connection.

first off... which cluster do you have? 94-95 or 96-97? 98+? i'm not sure if there's a difference between a 94-95 and 96-97 cluster but there is a difference for sure between the 96 and the 99... i have a 99 gsr.. i put in a 96 type r cluster in... fuel does not work because of the older cluster... you have to change the green film to the year of your car....
