On stock height, I don't see why not, but I guess you're wanting to put those wheels on a lowered EG.
Getting those wheels to fit would depend on your tire size (width), your camber settings and how low your car is. Rolling your fenders sound like a must for the setup you're looking for.

No, it won't.
There are two 16" tire sizes that fit well on a '92-95 Civic: 205/40-16 and 195/45-16. For most tires, 205/40-16 is only approved for rims 6.0-7.5 inches wide, and 205/40-16 is only approved for 7.0-8.0. So you shouldn't get anything wider than 16x8 (and I recommend going with the 16x7 for the best fit with either size tires).
