Are wheel locks from places like CAP, Autozone, AAP unique?

Someone told me that every set of wheel locks is individual and no key besides the set key will work.

BUT someone else told me that mass produced wheel lock sets like the ones sold in places mentioned above, can have duplicates and aren't really worth it.

 

most sets like that have only a few combos, for sure there are duplicates out there.
Even the more expencive sets have duplicates, only less of them.
