Default What is offset?

I bought a 90 Civic HB with no engine and no wheels. So, I need to buy wheels and I have no idea about size requirment. Original wheel size is 13" with 155/80-13 tire. I would like to put 14" wheel with 185/60-14 tire.

I was reading some posts here to learn and this word "offset" is mentioned a lot. I don't know what this means.

Can some one tell me what this is?
