tire size question-help
I'm looking at 05 stock ex wheels(15") for my 00 ex. I know the correct size tire is 195/55/15, what will 195/60/15 do to my speedometer or anything else?
Going to hurt anything?

The outer diameter is 3.3 larger, so your speedometer and odometer will read 3.3 percent lower. Your acceleration will be slightly slower also. (It's called "effective gearing" and it's basically as though you are in a slightly taller gear all the time.) The slightly shorter sidewall may have a slight negative effect on handling too.
There are a lot of excellent tires for the money in the 195/55-15 size, so there's no need to get an oversized tire. The better ones, with Tire Rack prices, include:
Avon Tech M500 $74
Kumho ECSTA SPT $68 (new tire replacing the 712 in Kumho's line)
Michelin Pilot Exalto PE2 $106
Yokohama AVS ES100 $61
You can see side-by-side comparison test results on the Tire Rack website:
Avon Tech M500 vs Yokohama AVS ES100
Avon Tech M500 vs Yokohama AVS ES100 (another test)
Kumho ECSTA SPT vs Yokohama AVS ES100
Michelin Pilot Exalto PE2 vs Yokohama AVS ES100
(You can get even better performance with the Bridgestone Potenza RE010, the stock tire on the Integra Type R, but it's very expensive at $134 per tire.)

Another excellent tire, that will out-perform those listed above, is the Toyo T1-R. They don't sell it at the Tire Rack but it's available in 195/55-15 for $93 per tire from Frisby. So if you're interested in getting a bit more performance for a bit more money (than all but the Michelin), that's another good choice.

The only reason for the 195/60/15 is that they are selling it as a package, they removed them for aftermarket wheels and tires. Has anyone seen the SSR Competition wheel on a civic. How do they look? I've seen them on tirerack, but the pic is not that good.

Oh. Well then, sure, you can use them. They won't hurt anything. Just make sure they don't rub on the fender wells (due to the larger outer diameter) - they probably won't, but check to make sure. And when you're driving around, don't forget about that additional speedometer error, which will be around 2 mph at normal highway speeds. It's not much; just don't let it be the difference between ticket and no ticket.
