i have no idea what they are for but i see people using them with aftermarket wheels. I'm going to pick up some wheels that are 16X7 or maybe 8. i relaly have no idea if i need extended studs or not.
Are extended lugs only supposed to be used on extended studs?

Extended studs are needed when using spacers between the hub and wheel, to reduce the offset, or for unusually thick wheels (thick in the mounting area).
Then you need either extended lugs or open ended lugs, to go with the extended studs.
Using extended lugs on standard studs is for cosmetics only, and is fine as long as the lug has adequate thread engagement.

From what I know you stand correct and we need them on our drag hatch. I also have them on my DC2 but that is only for cosmetic purposes. Having the actull studs stick out past the wheel a little with opened lug's looks nice to me. But that's just me.
