A couple of questions...
Do you still have the original 13" wheels? (If you do, you will want to get size 175/70-13 tires.) If not, what size are your wheels?
Do you need to sometimes drive in snow, or do you have another vehicle (or other tires) for that purpose? (If you need to drive in snow, you will want to get all-season tires.)

i have 15s on it now.. and i am thinking about buying 205/50/15.. and no not realy i dont drive my car in the snow i want the tires to be good on rain and dry wheater
The best size for your car is 195/50-15. I recommend the Kumho Ecsta SPT, which is $51/tire in that size. Very good dry traction, excellent wet traction, lasts a long time. Highly recommended.

No. Your car came with 175/70-13 tires stock. 195/50-15 has the same outer diameter as the 175/70-13, so that size will maintain the accuracy of your speedometer and odometer.

No significant difference. If you really care about handling, then get a tire that offers better grip, like the Goodyear F1 GS-D3, which comes in 195/50-15 and is currently $66/tire after rebate.
